If you did not create an image then you need permission from the owner before using it in any way.
I suggest you take a few minutes to research before lecturing me, as it just happens that I am doing it on everyday basis, as an editor of online magazine located in Britain and operating under British law. So I know the rules better than you (and obviously better than switchlogic, which is a shame, as he is in that business already and he is a law student):

Fair dealing for criticising or review and reporting current events is allowed for any type of copyright work (except a photograph) as long as it is with a sufficient acknowledgment.
As stated, a photograph cannot be reproduced for the purpose of reporting current events. The intention of the law is to prevent newspapers or magazines reproducing photographs for reporting current events which have appeared in competitor’s publications.
I reported on ongoing topics of “If British drivers ever make any mistakes”. I provided source. I could not copy and reuse the picture, as it would be illegal, so I just used link to Luke’s page and, as an addition, for the people who are less familiar with internet, I wrote explicitly where that picture is hanging.
I can’t USE anyones material without permission, I CAN report what they written and link to it as much as I want. And this is what I did, and this is what Inselaffe did in first post of this thread - somehow I can’t see you lecturing HIM and refering to "standard of British policy of “If I want to do it then it’s legal”.

Post was removed by moderators on your demand as you falsely accused me of plagiarism, I did not needed to go into fight, as your reaction only further proved my point, so I just asked mods to remove this false accusation from the info they leave after they edited the post, which they did and left it there.
Let’s sum it up:
I reported what was written on your public website (which I am perfectly allowed to do under British law) and linked to the picture you published (which, since I am not doing anything with this picture except from linking to it’s source is also perfectly legal and it’s common thing here on this forum). Your reaction:
- false accusation of plagiarism (altough I dont’ think you had wrong intentions there, you just don’t understand this thing)
- verbal abuse.
So who should apologize? Who should try to smoother things down?
