In this case it costs the Cubans financially because of the US sanctions, and costs them restrictions in freedom of movement, and the US also punishes other nations, and travellers, who try not to sanction Cuba.
Looks to me like the US has far stricter sanctions against Cuba than against Russia.

You rightly state that other “minorities” are covered by the proposed changes, eg young people, pregnant women, trans and so on but alas the race issue is your go to by default. In this particular instance, a two tier Justice system does not just equate to race or even religion, it equates to the perceived giving to certain “minorities” more favourable terms than “non minorities” re pre sentencing reports.
The Rt Honourable Mahmood can write letters to the Sentencing Council all day long requesting they withdraw their proposals, they are under no obligation to act upon this. The Sentencing Council was set up to be independent from any government and is made up of experts in law, ie top Judges and other senior suitably qualified individuals.
Independent is independent. To legislate is the only way to “see it’s wings clipped until it behaved”, then it ceases to be independent.
