Why are they left up when there are no loose chippings, and are they legally enforceable?
You know the ones that the council stick in the ground on the verge with 20 on, and you know that someone with a fish symbol on their car will religiously stick to it even when the white lines are down.

Not invariably - in Lincolnshire recently they were red circles, and thus legally enforceable.

Fair point mate. Iirc that type were displayed on the recent A17 surface dressing bit? If I had nothing better to do Iād trawl around a bit and find out if the speed limit change had gone through Parliament, or if theyād just stuck them up hoping for the best.
I had them on my test last month in Manfield. Didnāt really know what to do so I slowed a little, the examiner didnāt mention it afterwards.

Basically he said that theyād been down ages and I was fine to crack on.

I was doing 40 on a main a road when they said 20!

Iāve only ever seen them in Lincolnshire - do they have a thing about blinding cats there?

Interesting, that was mentioned on the cb today. It doesnāt bother the contractors around here though.
Speed limits are not enforceable unless put in place with a Traffic Regulation Order which can be a long costly process as all orders have to be consulted on and advertised. No highway authority would go through this process for what is essentially temporary works.

About ten yrs ago they moved a speed limit change in Bangor and set up mobile speed cameras straight away. Caught loads of people especially coming out of town. Somebody checked on this and found they hadnāt changed the law took it to court and they had to refund all the fines and all the points were taken off.

He told you to obey them as he should. The Examiner would use his discretion as to whether you need to obey the speed limit or not as it is not mandatory.
If the chippings were still loose and you broke the limit you would not pass. If there were no loose chipping left then you should be ok.
Best to stick to all limit in these situations. If the examiner wanted you to go faster he would inform you.

I had that in my test too 20 temp limit in a 40. The examiner said to me āitās a good job theyāre well bedded in nowā which I took as her saying get on with it.
I sped up and she passed me.
