Speed limits are not enforceable unless put in place with a Traffic Regulation Order which can be a long costly process as all orders have to be consulted on and advertised. No highway authority would go through this process for what is essentially temporary works.
Councils usually have a blanket TRO for temporary speed limits, which basically lists every classified road in the council area and every possible speed limit, which run for a year at a time.
Trunk roads are different and usually need orders for each instance, but they can cover a length of road for a period of time to allow numerous works to be carried out within that period.
Temporary limits at roadworks are mandatory - and that includes 10 mph used with convoy working.
