Though the drums may have been loaded by fork trucks with 'grab o matic 'attachments, they were discharged the old fashioned way

Dropping them onto old tyres - You wouldn’t get away with that today as H & S would probably insist on the use of new tyres !

From memory, didn’t the trucks involved in this have a “TC” sign on the cab that allowed them to exceed the drivers hours at that time?
Yes;,T C , in the windscreen Permitted the driver to exceed the driver;s hours regs IF he was engaged on Torrey Canyon work .TC signs suddenly proliferated
(I;m not suggesting for one moment that some local operators exploited the concession for nefarious purpossess !!! )

Big outfit here in Portugal is LASO,not many days go past when I don’t see one or more on the very quiet Portuguese roads if I am out and about,nice clean and well looked after tackle too.
