According to their website there is: B&Q Harlow | Store details | DIY at B&Q, even has Christmas opening hours so don’t think it’s closed down.
Doesn’t look like one of their units either so I’m guessing some outside haulier might be doing a little less work for them.

It’s highly likely to have been one of the trucks from the Swindon depot, and being a Volvo I recon it’ll be one of the new generation gas trucks that been trashed.
Swindon took over the deliveries to the Essex store from the Doncaster and Worksop depots, as they previously did the deliveries to Braintree, Colchester, Clacton and Chelmsford. But due to delays on the A14 the northern drivers would end up maxing out.
