Stop and search of a person walking is different to a car, like chalk and cheese.
A car, motorcycle, truck coach etc, they can be pulled at the officers discretion or not… many a time, I pulled vehicles on a gut feeling no suspicious actions of a driver etc. I didn’t need a reason, however was easy to find a reason to ticket if the guy/woman was being an idiot.

“under what law act are you stopping me in my car”■■You then reply
“Just for the craic and because I can”Expect a Solicitors letter and a Police Ombudsman’s interview into the bargain!!!

In England, it is the law to stop for the police in a motor prolled vehicle… a clued up person, easy to get around. Beucase in England and Wales it is lawful for a police officer to stop for any/no reason. Hey can then request your details … if you do not provide them your liable to arrest.
Police powers to stop a vehicle are covered under section 163 Road Traffic act 1988 as I stated previously along with PACE and terrorist legislation.
Not true that they can just stop you because they are Police AND they are legally bound to quote that power “if” the said motorist asks for it!!!

Dead right John. A few decades back it was not uncommon to see lorries abandoned by disgruntled drivers. Usually right next to the phone box they’d just stopped at to phone for instructions and had presumably heard something they didn’t want to hear!

Back in the 60’s my dad had an AEC unit, and he kept complaining there was a gearbox problem all to deaf ears.
The gearbox broke in Middlesborough, leaving him with top only. He left the trailer in a layby and came home solo…

- Overview
The police can stop a vehicle for any reason. If they ask you to stop, you should always pull over when it’s safe to do so.You’re breaking the law if you don’t.
If you’re stopped, the police can ask to see your:
driving licence
insurance certificate
MOT certificate
If you don’t have these documents with you, you have 7 days to take them to a police station. You’re breaking the law if you don’t show the requested documents within 7 days.
The police can also give you an on-the-spot fixed penalty notice for many minor offences and make you take a breath test in certain circumstances.
You can also have your vehicle seized if you’re stopped on suspicion of driving without insurance and for some other offences.

The fact that a mechanically propelled vehicle is being driven on a road gives a police officer grounds to stop it (in order to check documents etc). He doesn’t need any suspicion that an offence is being committed, he doesn’t need to see it being driven in any particular way, to see any particular behaviour by the driver or for the vehicle to fit any particular description. The fact that it is a mechanically propelled vehicle being driven on the road is sufficient. Period. Refusal to comply with an instruction to stop is an offence, as is failure or refusal to furnish particulars (i.e. name, address, date of birth etc) or to produce driving licence etc for inspection.
Contrast this with a person simply walking along the road - There is no such blanket power to stop him “just because he is there”, and no offence is committed by refusing to stop or by declining to provide name, address etc (or to answer other questions). In order for the police officer to compel the pedestrian to stop he must have justifiable grounds to do so and (except in certain situations allowed for in legislation) must state those grounds.
