Guys advice please. Started at 11:00 today under working time am I only able to work a 13 hour day as 00:00 will go into second day and night time hours. That means I could only do 10 hours.

10 max working time hours (not poa or breaks) in a shift which includes any time between midnight and 4am unless a workforce opt out agreement is in place
WTD = authorities do not seem bothered about it since it started many years ago

Say what?
If you started at 1100, then in principle you can finish up to 0200 the following day, being 15 hours later.
However, if you have not opted out of the night working limit, then the amount of working time between 1100 and 0200 must not total more than 10 hours. But if you took a 5 hour POA/break in the middle of your shift, then that would enable you to work up to 0200.
