Im currently living in Bulgaria, I have held class one licence for 20 years and have done some hours of the dcpc (who keeps records of your hours?). Am I right in thinking if I dont accumulate the full 35 hours of dcpc before 2014 my truck licence will be useless?
Yep.
commercially it will be ‘useless’ until the 35 hours are completed
Records for any hours done should be with the DVLA if they were done in the UK and you should have certificates for each of the 7 hours or multiples thereof
If done outside the UK then each EU state will have their own recording system but I think you should still get certificates to show the hours done
EU dcpc hours certificates are valid in the UK as the UKs are in any other EU country
If the last 7 hours of the 35 are done in the UK then a UK DQC (driver cpc card) can be issued to the driver

Im assuming you can drive a truck commercially if driving is not the ‘main’ focus of your job, without a dcpc.
I would have to go back to Uk to finish my ‘training’ however surely i can do this at anytime after 2014? Im not using my licence atm in anycase.

there are certain exemptions
I think it works like this … if all 35 hours are completed within 5 years from starting the first hour to completing the last hour then a DQC gets issued
So if you did the first 7 hours at the start of july 2010 and the last 7 hours in june 2015 then a DQC will be issued with a 5 year expiry date (june 2020) but from Sept 2014 to june 2015 you cannot drive LGVs commercially

Yup, but you’ll need the certificates to prove you’ve done the rest of your dcpc training if it hasn’t been done in the UK.
It’s generally regarded as an exercise in teaching us how to ■■■■ eggs, which we have to pay for. However a quick look in the Law and Tacho Forum shows that plenty of experienced drivers have ‘less than may be desired’ knowledge of tacho rules.
