Who is responsible for litter?

Just drove up A1 as i do on a regular basis and couldn’t help but notice the sheer amount of litter in the verges between cambridge and Colsterworth where i am now. A lot of scrub has been cut back so the litter on view is even more obvious. It is not just a few bottles here and there, the amount is disgusting and shameful as a country for fellow truckers from the continent to see this, as i don’t notice any litter in France and Belgium.

Question is, who is responsible for clearing this litter, is it local councils or Highways Agency? because whoever is responsible, they need making aware of just how bad it really is. Maybe they can’t see how bad it is compared to us who are seated higher up.
Before anyone says owt, i know the responsibility is from the scruffy buggers who throw their litter out of their vehicles.

As far as I’m aware it’s the local councils responsibility to clear rubbish from the roadside, but as you rightly say the ultimate responsibility lies with the dirty scum that leave the rubbish lying there in the first place.

Like Artic says, the rest of Europe isn’t like it but are our bins emptied, even if there are bins available?

We empty bins in the UK every fortnight whether they need it or not, other countries do it at least daily.

Some of the litter bins are inadequate ,A strong gush of wind on an over filled bin will remove the contents.Not all litter is from litter louts …Wind carries litter for miles …

It is local council who are responsible for litter ,Yet they tend not replace worn or damaged bins ,Instead they delete them completely and hence a worsening scenario of rubbish .
Complaining to the local area ward councillor usually is better than the main council house :wink:

What’s wrong with people in the UK. Litter louts need to be eradicated. Back in Holland life is just so much more pleasant! People have manners and a bit of couteousy.

It’s not just the laybys which are a mess it’s the whole stretch of the A1, it’s a river of litter

That’s what happens when you live in a multy race everyone just wants to do there own thing as to where or what they would do wherever they were born, why should they follow uk rules

In our borough, (Torfaen,South Wales) on the stretch of road north of our village the litter is obscene. But this not all down to litter-louts, who, IMO should have their fingers removed one by one, but by the rubbish collectors. After collecting, they steam down this road to the tip, scattering bags of rubbish and plastic all the way down the road. Complaints either to the main office or the local councillors fall on deaf ears. They are more concerned with fining people who let their dogs off leads.
The road is the major route to Big Pit, the area’s main tourist attraction which has thousands of foreign visitors every year. I also wonder what the tourists think of our filthy valley. :blush:

Virtue-signalling, pointless, drivel. Those that do the right thing, won’t be affected by such signs. Those that do the wrong thing are probably more likely to do it, simply out of spite.

Perhaps I should get a hi-viz saying “153 pallets delivered this week” or “buying stuff puts drivers lives at risk”.

For what it’s worth, I detest people who litter, but as seems to be the modern norm, it’s more important to look like you’re doing something, rather than just bloody getting on with it.

As far as I know, litter-pickers aren’t conscripted, although it might be a good idea.

Worst rubbish in the past year I saw was back in Autumn when I pulled into the layby with the snap van in it just Grantham side of Bingham on the A52, there were loads of black bags chucked down behind bushes that would be difficult to collect unless the land behind could be accessed easily. With leaves on the bushes in Summer they wouldn’t be that visible though.

A year or so ago I was a passenger in a car travelling down a duel carriageway. In front of us was a local bin lorry and rubbish was just blowing out of the back of the thing. Signalled the driver but he wouldn’t have been able to miss it if he actually looked in his mirror. Called the local council and gave them the reg no just to make them aware the truck might have a fault but within about 5 seconds they said sorry we don’t have a waggon with that reg. No ■■■■■ were given by them basically as it would have cost them to go and pick all the crap up.

AWM Waste management from Leeds/Bradford are guilty of this on the A650 Drighlington bypass just off m62 J27. Their wagons have been losing half their load on this stretch of road for years due to the netting not been fastened down properly

There is a vicious circle at work here. As already said councils are not spending enough effort and cash in cleaning up rubbish and that makes the problem worse.
People rarely litter in a clean area, but will litter in an already dirty area. They seem to think it wont make any difference to add a little more. Then they get in the habit of littering.
It needs a proper effort with adequate numbers of bins, emptied regularly, to start, then there will be less litter.
