I’d imagine they are to enable the bridge structure to be inspected. As they’re probably only used once or twice a year and probably at night it’s unlikely you’d see them being used.

Traffic cone there too. Not just any old traffic cone but, a clean well kept traffic cone. Someone’s gone to lot of trouble to keep the cone shiny. It’s some sort of signal.
Potentially for access to gas/water pipes or electricity cables, many bridges carry utility components hidden away, out of sight.
