I’d imagine they are to enable the bridge structure to be inspected. As they’re probably only used once or twice a year and probably at night it’s unlikely you’d see them being used.

A door under a bridge? It`s where the trolls live!

Junction box of some type? Maybe linking M-way system to a system in the road above?

Since not all bridges have them, I doubt it is to do the bridge construction itself.

Traffic cone there too. Not just any old traffic cone but, a clean well kept traffic cone. Someone’s gone to lot of trouble to keep the cone shiny. It’s some sort of signal.
