I reckon it’s a donkey engine, used to start the two-stroke.
And that’s a cue for the oldies to remember Internationals with air starters, Caterpillars with single cylinder donkey engines, etc.

I’ll bet this would be a good wag ‘n’ drag outfit but I wouldn’t be any good on the
hay and straw job I only ever loaded a couple of trailers with that stuff and both
resembled the “leaning tower of Pisa” they must have been OK though they did
get to somewhere in Holland but not with me driving I hasten to add.
