Am I right in thinking you have to have your weekly 45 hour rest by midnight Sunday after working all week and only having 24 last week ie you’d have to be off the road by 3am Saturday morning ?

Your weekly rest must start no later than 6x24hrs from end of last weekly rest period. It doesn’t have to be completed by midnight in any particular week.
(It isn’t like a daily rest period which must be completed 24hrs after the start of shift.)
Remember to compensate for the reduced weekly rest too. You need a 21hr block somewhere.

NO
For a weekly rest to be counted for a fixed week (sunday midnight to sunday midnight) that weekly rest must be at least 1 minute in that fixed week
In other words if you start a 45 weekly rest at 2359 on a sunday then it can count for the week ending OR the week starting but not both

A weekly rest can cross over two fixed weeks, but can only count in one.
You can also have back-to-back weekly rests if the overall length of the rest is long enough to allow this.
