I have 2 hours to make up from a reduced w/end break
My question is can it be added to a a daily rest period so a 11 hour daily rest becomes a 13.

YES

If you have a reduced daily rest available (max 3 between weekly rests - not the same as 3 per week) then you could do 9+2

The 2 hours payback does not have to fit into a 24 hour period like the daily rest does
