Nothing new here - theft from container trains is an ongoing problem in the US. The Alameda Corridor in LA (just up from the docks) is notorious for it. Keeping the trains rolling is a major headache for the dispatchers and it isn’t unusual for non-perishable freight to hang around for hours at a time. The perps know this and the likely places.
