Sub contract rates more or less enforce the need to get your own CPC.As opposed to employing and paying for a qualified transport manager to meet the requirement.

You can engage a ‘consultant’ TM.
According to the guidance of from the Senior TC, you will need to engage them for between 2 and 4 hours a week (used to be 8, but things like tacho compliance can now be checked quickly if you have a digi tacho and appropriate software).
Bear in mind that legally they must exercise ‘continuous and effective’ control over the legal compliance of your operation.
Which means they will check your daily check records, PMIs, and so on.
