My question is if you arrive at your destination to tip your load and are told that you’re going to have to wait up to 2 hours.
This 2 hour wait to tip will take you past your 15 hours. So what would you do?

Contact boss if poss for intruction but if not tell them to tip now or you leave

That’s exactly what I did yesterday after being stitched up with 4 consignments for Waitrose, MK, ranging from 14.30 to 19.30.
My 15 would have been up by 20.30 so I called the office & got pulled out at 18.35 & waitrose can sing for their pallets until next Tuesday or Wednesday. 
A few drivers were pulling out, some had been there over 9 hours waiting for a bay, hopefully it will Gee 'em up a bit & staff the place properly or only allocate delivery slots that they can cope with (we live in hope 
)
