Don’t know which Rail line this is or country
I’m assuming on this pic the lorryist was on the road,got to the bridge that is clearly about 10’ high and had an incredible brainwave that the railway line is lower than the road so somehow found his was onto it to get under the bridge…great idea as long as a train ain’t due
