Tesco have a lot of stores in London all with exemptions and all with a pre planned and approved route by TFL which must be followed without exception
FACT NOT FICTION
Same as all the supermarkets, There is no blanket exemption, go anywhere you like type of deal, they have to submit a route for each store for TFL to approve and stick to it. They also have to submit a list of vehicle registrations that will go on the easement, certainly our Xmas hire units cant go to London because of this.
The route has to be the shortest time spent in the LLC area, even if that means a lot more distance or time. Such as, we used to do a double hitter on a Sunday, in on M4 tip store 1, instead of shooting across Kew bridge and off to store 2 it was back out on M4 round the M25 then back in on A3
If there are road closures or driver goes off route etc then the driver should fill in an off route form to submit to TFL.

This. Satnavs are generally a big no no at supermarkets, esp in London for this very reason. Often stores planning consent is based on how they route deliveries into the store
