Does anyone know why this road has/is taking so long to be built ? They must have been building it for over 20 yrs.

I had a night out in ST Lo last year, most of it is dueled up until the bit when your getting near cherbourg, But as to why it’s not been completed , maybe objections from the locals, or lack of funding ?
