I spoke to the lad today about his licence and dcpc or cap, he said he heard about when he took his test, but they didn’t bother as he was driving for private use.
Being able for him to get his initial DCPC in the UK looks like the best option, in both time and money. His English is very good, so hopefully the language barrier won’t be an issue.

Mod 2 = interpereter ok if needed for the written word
mod 4 = should be ok as mainly verbal/actions
