Can a forum be set up, along the lines of the Overnight Parking Forum maybe 
of the grants available and where they come from 
Centralising the info.
It seems that there are many different funding sources available, depending on where you live and some nationally available ones. Unfortunately, many Employment Offices seem to be reluctant to pass on the info, which then makes it difficult to get the funding you might be entitled to. If we had a list of sources of training grants, it should be possible to approach your local Employment Office, with the info to hand so that you can tell them what and where and so get the funding you might need.
