He should be and doing exactly that. For what ever reason the driver hasn’t moved over far enough. If that’s because he had traffic passing him, then the ■■■■■■ vehicle should have been made aware of the need to move over and block traffic accordingly.
What ever has gone on, someone’s messed up.
TBF, most of Turner’s fleet looks like that on a good day.
