A driver knows they are going to start working at 07.00H and will be working until 19.00H that same day. As rehargs his driving him, he will not normally be driving for more than four hours per day.
So, his day works out like this:
By the time that 18.00 hours has come, he has only driven for 4 hours in total but he has taken the following breaks:
15 mins at 11.00
15 mins at 13.00
15 mins at 18.00
So because he has worked for more than nine hours, the regs have stated that he must have taken 45 mins break.
Moving on, he has now been asked to go and pick up a load which is 30 mins away and 30 mins back which means that his total driving for that day will be 5.5Hrs.
Can he do this of does that fact that he has not had either a full 45 or a 15 min then a 30 min break, mean that he is illegal?
He has driven over 4.5hrs which means he needs a 45 minute break. It can be taken as either a full 45 minutes or split into a 15 and 30.
Three 15 minute breaks you stated may satisfy the WTD for a drive time of less than 4.5hrs. However, as he then went on and drove in excess of 4.5hrs it doesn’t satisfy Drivers Hours Regs so what you describe isn’t legal.

If he’s done 4 hours driving the extra 1 hour would make it 5 hours so he cannot legally do it without a further 30 minute break before exceeding 4½ hours driving time.
With so little driving normally but always aware that the unexpected can happen then I would do a 15 mid/late morning then a 30 mid afternoon so it covered the EU driver regs and the RTD

Yes, I would agree that given he has to take 45 min breaks, it would surely be better to take a 15 and then a 30.
