I have sent an application to the ever-so useless agency known as the DVLA. To make things absolutely clear, I have CAT B. I passed CAT C. I needed my license for MOD 4, so kept it. After MOD 4, I sent my license and certificate and have not heard a word back.
Does Section 88 cover me in this situation or am I stuck out of work until DVLA employees realize they’ve had it pretty good during the bs that is COVID?
Section 88 does not apply in your case - it only applies to renewals where your old licence already covered you for the class of vehicle concerned. It doesn’t apply to upgrades (as in your case from Group B to Group C).

Thought this was the case but just wanted to be sure. It is slightly ridiculous especially since I have passed the test and they recognize it as an “unclaimed test”. Waste of everyone’s time to send documents to them. Should be something you can do online nowadays.
I will sit and wait for the lazy humans to go back to work
