Just recently I noticed a lot of restricted operators with no orange disk in the window.
My question is have they done away with the need to display them or is it just a Northern Ireland issue.
I don’t know about Northern Ireland, but the Orange disc is still used in the rest of the UK.

It’s not my area of expertise, but I do seem to remember something a while ago in the press about the operator licencing system being reviewed/changed in NI, so maybe this is the first thing to notice?

I’ve no idea of how it works for PCVs, but for LGVs there’s a number of vehicles that needs to be stated on the application and the actual ‘O’ licence (if the TC agrees to it) when the licence is issued.
The application can also mention a ‘margin,’ which is meant to be for some spare capacity, or for future expansion. This must also be agreed to by the TC.
Margin can be added at a later date, but the process is quite complicated, so it’s best done with some proper up-front planning at the application stage.

Found out from the transport regulation unit (northern Ireland answer to vosa are whatever they are called now) that you must display them, so in that case there’s some amount of restricted holders not displaying them.
Also found out that Northern Ireland doesn’t use the OCRs scheme like in the rest of the country nor is there any intention of doing it here.

PSV/PCV Restricted ‘O’ Licence is quite different to Road Haulage Restricted ‘O’ Licence.
PCV: Maximum 2 x vehicles to carry maximum 16 passengers each - nor be capable of carrying more than 16 passengers (so mini-busses), UK and Internationally valid. Passenger transport should not be the main business activity of the ‘O’ Licence holder. But can be related to their main activity e.g. taxi firms.
Road Haulage: Unlimited number of vehicles may be applied for (not always authorised in full BTW). Restricted to carrying their own goods between sites etc. Cannot move other peoples goods for Hire & Reward. Restricted ‘O’ Licence holders can move finished goods or their owned raw materials to make a product both UK wide and Internationally.
