It can be reduced 3 times between weekly rest periods, the fixed week is irrelevant.

The same as if it was single manned, 11 hours or reduced to 9 hours no more than 3 times between weekly rest periods for both drivers. The rest must be completed within 30 hours of the shift starting for double manned crews, as opposed to 24 hours for a single manned crew.

Nonsense, it’s not the same as for single manned. The rest requirement for multi-manning is 9 hours which is not limited to three times between weekly rest periods as there is only one type of rest when multi-manning as opposed to the reduced and regular rest periods in single manned operations. Nowhere in the regulations does it state a minimum 11 hour daily rest is required when multi-manning.
Article 8 (5) of 561/2006 gives a derogation to Article 8 (2) when multi-manning. It replaces the requirement for a minimum of 11 hours rest in the 24-hour period with a requirement for a minimum of 9 hours rest within 30 hours of starting work after a rest period. It replaces both the time frame for the rest to be completed by and replaces the two different types of daily rest specified in Article 8 (2) with one type of daily rest. When multi-manning you ignore Article 8 (2) and follow the requirements of Article 8 (5) instead.
Given that you are still limited to 144 hours between weekly rest periods when multi-manning this means you could legally do 5x21 hour shifts between weekly rest periods which means 5x9 hour legal daily rest periods.

If you mean can you extend your driving to ten hours twice per “week” than yes, you can.
