Regs for a non commercial sub 7.5t esp limiter?

Pal is looking at a transporter for his race car with bit of living space etc, other than the actual make sure it is still under 7.5t with the car in & all his kit etc as many are not, he asked me 2 questions, one I think I know= should he run a tacho, its not commercial at all so I say no, but it would be a good idea to get a tacho exemption certificate from vosa. (the horsebox link below seems to back that bit up)

However the question I can’t answer for him is ref speed limiter, 90km is a pain when the speed limit is 70mph

I always thought non commercial sub 7.5t (or indeed commercial pre '01) he could do 70mph motorway 60 DC & 50 SC same as a larger van/motorhome & need no limiter.

However the otherwise v helpful horsebox link from vosa, makes no mention of limiter exemptions on later post '01 non commercial 7.5ts

I actually think, in this case, it will be more aggro attempting to exploit any exemption, if one even exists, than it would be to just drive at 56mph. Flying past every other truck on the motorway with a 14mph speed differential is just going to be an open invitation for a pull.

I had this last wk with a huge modern on a private plate scania horsebox, no idea what tonnage but was a heafty large 3 axle rigid, no way a 7.5t, i’d say would be well over that empty, so prob 18t min, thinj im sat on 62mph gps & he flys past me so must have been 70
