I have managed to confuse myself with the reduced rest rules, ok let me explain.
If I work for 13 hours, then take 9 off, then the next day I work for 15 hours then have 11 off, is that 2 reduced rests used?
Yes, two used.

Yes, 13 hours and 1 minute shift means a reduced rest regardless of how much rest you actually take before resuming work. 24 hours - 13 hours 1 minute = 10 hours 59 minutes rest = reduced rest.

That would be two reduced rests taken. Two days, each more than 13 hours equals two reduced rest periods.

Yes that’s two reduced daily rest periods, any-time that you have less than 11 consecutive hours rest is a reduced daily rest.

Yes you’ve had 2 reduced daily rest periods so far.
The 24 hour period starts at the end of the last daily/weekly rest period.
If you have less than 11 hours daily rest within 24 hours from the end of the last daily/weekly rest then you’ve had a reduced daily rest period.

I think you may still be a little confused. Taking 11 off last night made no difference as according to your details you worked 06:00 - 21:00 yesterday so that was a reduced rest regardless of the amount you actually took and was your second of the week. Unless of course those times are not your actual times and only an example in which case totally ignore this post.
Actually Wednesdays times are a good example of where you can have 11 hours rest but it still counts as a reduced daily rest.
The daily rest must be completed no later than 24 hours from the end of the last daily/weekly rest period, or 24 hour from the start of shift if you prefer to think of it that way.
You started work at 06:00 Wednesday so this is when the 24 hours period begins, you must now fit the daily rest period into the time before 06:00 Thursday (24 hours from start of shift Wednesday), although you had 11 hours rest only 9 hours was within the 24 hour period from start of shift ie before 06:00 Thursday, the time from 06:00 to 08:00 Thursday will not count as part of the daily rest period as it falls outside of the 24 hour period from the start of shift.
So as Coffeeholic said it still counts as a reduced daily rest period even though you had 11 hours rest.
The good new though is that you’ve only had 2 reduced daily rests so far so you can still have another reduced daily rest before your next weekly rest period if you want/need to
Ah I see, I am thinking about it backwards, I think. Although I think I have the jist of it, so I could have just had 9 hours off last night as I was already on a reduced rest. So whenever I work for 15 hours I can have 9 off as I am already on a reduced rest is that right?

That’s correct, if you’re spread-over from start to end of the shift is more than 13 hours you will be having a reduced daily rest because you will not be able to fit an 11 hour rest period into the 24 hour period from the start of shift and any rest period of less than 11 hours is a reduced daily rest.
For instance if you start work at 06:00 and finish at 19:01 you have done 13:01 spread-over during the 24 hour period from start of shift, 24 hours minus 13 hours and 1 minute leaves only 10 hours 59 minutes daily rest so you would be on a reduced daily rest.

Yes anything less than 11 hours is always a reduced daily rest (split rest periods excluded), and if the rest is longer but less than 11 hours falls within the 24 hour period from start of shift it’s also a reduced rest.
