Have a question regarding recording manual entries.
I started work at 12pm but did get on the vehicle until 17:30 and was wondering if i recorded my hours on the analogue disc up to the point i put my card in can i put down poa if i wasn’t on a vehicle at the time?

Legally you need to have a rough idea how long you will be waiting to book POA, but no-ones really going to know whether or not you did know are they.
But why not book break instead of POA ?
By the way you should have done the manual entry on the chart already, if you got stopped and said you was waiting for a vehicle for 5½ hours and it wasn’t shown on your chart you could have some awkward questions to answer.

I have already filled the disc in, but i wasn’t sure weather i was allowed to record the waiting time as poa as it was all manual entries as i wasn’t on the vehicle yet, So i did put it down as a break. But was wondering if it was ok to put poa?

No problem booking POA if that’s what you or your employer want to do.
As I said legally you should know in advance roughly how long you’ll be waiting before you book POA, but if you don’t know how long you’ll be waiting we wont tell anyone if you don’t 
The only thing is you need to show a bit of work from daily rest before you manually book break
