dunno about Ipad but at the bottom of the box where you write it says
Save Preview Submit .
scroll down abit and theres 2 tabs
Option \ Upload attachments .
1st do your writing then click upload attachments
click browse
find your picture add
Then check by preview if all ok then submit
That’s how I do it any way
