No details with the pic, my limited knowledge would be guessing at originally heavy duty chassis(deep members) for machinery transport, later adapted (axles) for shows.

It’s a step frame alright, but I agree it doesn’t look right because the tilt sheet doesn’t follow the step.

1959 225ton Scammell Constructor in Museum at La Coruna, Spain.

Hi oily The Scammell Constructor was only rated at around 100 tons the Super Constructor was rated at 125 tons and were usually 6x6 s and had AEC, Albion or Rolls Royce engines all around the 200bph mark.
The Contractor was rated at 240 tons and the Junior Contractor was rated at 125 tons the Contractors came out about 1966 D/E plate and were 6x4 s they are quite easy to tell a junior from a Contractor as the Junior usually ran on 1100 x 20 tyres while the Contractor ran on either 1400s or 1800s x 24 with big lugs on the tyre like a scraper. The Contractors were ■■■■■■■ powered 250 in the junior and 380 in the big one these were uprated a bit in the later models
I know you said before Scammell was a weak point for you but you are lucky I know a bit about Scammells and not much else
