have been told by a good friend of mine that deals in second hand hgvs that if he moves a hgv fitted with a hiab
he needs a hiab licence even though he not using the crane just moving the vehicle from a to b ■■?

I’m pretty certain that you only need a HIAB license when you use a HIAB on property that’s open to the public but can’t find anything to confirm that opinion.

I drove a Tcab fitted with a hiab with no lorry loader certificate.
So long as you do not use it yourself you are fully legal to drive the vehicle.
Sometimes the driver is sent with a second man to operate the crane.
I’ve driven a fire engine in the past, but I’m not a fireman nor do I have authority to use the sirens and blue lights. As long as I don’t I can drive it my rigid C licence. Same with cherry pickers, cranes, hiabs, whatever. As long as you’re only driving it and operating the equipment you’re licenced for then there is no problem.

To use any lifting equiptment anywhere you need to be trained. Its provision and use comes under the LOLER and PUWER acts/regulations. And to answer the OP’s question, as has been said he doesn’t need training/licence to ‘not operate’ something he’s not operating.
