Half a job tossers, not one cone in sight, someone pulls onto the hard shoulder to because of a puncture and a mile of road cones appear accompanied by rolling road blocks and lane closures, they flip one of their own vehicles and not even a hazard warning triangle

Is this not one of their emergency clearance exercises or was it actually flipped ?
This was an actual flip. Plonker drove into and up the curb if I recall and rolled it in a service station. A fair few weeks worth of our tax money down the drain.
