I have just checked GV74, a guide to operator licensing and there is no mention of a ccj or bankruptcy, but the financial requirement must still be met, €9000 for the first and €5000 for the rest.
I looked at our local taxi and private hire officers site and they prohibit taxi operators with a ccj.

on the application form of any recent bankruptcy, insolvency, liquidation or disqualification in
relation to a company. Applicants are asked for details of financial resources and to give
supporting evidence (such as bank statements and statement of
assets, or most recent accounts).
Don’t mention CCJ’s only bankruptcy
