most likely the agency captain was too busy looking in his rear view mirror at the ship behind following too closely,or dare we say platooning??
Capt will get away with that as the bridges height clearly was not marked

I like the way the cars just move over to the lane furthest from the ship and carry on like as if thats a lot safer
I think reversing back down the hardshoulder on this occasion might be worth the risk
