Why take the risk? Having work you want to do but you can’t wait for the tacho to be fitted won’t cut any ice with police or DVSA, they’ll just do you for running without a tacho, they don’t care about your business aims. Have a look at Categorisation of Defects from DVSA to see what the penalties for this are.
