So, the Gov now changes legislation to make training and testing for some car towed trailers no longer necessary?

And in the same notice says:
“It’s best to take training from a driving instructor if you want to start driving a car and trailer.”

So, it simultaneously says:
It`s best to do towing after training.
Now you have the option to tow without training.

Uuuummm?
Am I missing something here?
