Would I be correct in presuming yes a newly passed driver can drive a c+e provided both drivers have their cards inserted in slots 1 and 2 ?

Not on commercial work no, when training with a training companies trainee drivers are exempt from using a driver card but that’s because they’re not involved in commercial road transport.
When involved in commercial transport of goods all drivers need to use the tachograph with a driver card or chart, or use a log book if on domestic regulations.

Assuming that the learner driver has provisional cat C+E on his licence, which I think all cat C drivers do, there’s no problem.
Obviously all other requirements for learner drivers must be met, i.e. accompanied by a qualified driver with 3 or more years experience in the category that’s being driven, insurance ec’t
