The rules are very clear, how can a trainer get it so wrong 
If this is true, then the trainer is stupid beyond belief! At some point they will turn up for a test, be checked, be turned away and have a very unhappy customer. The sheer cost of this is something I cant begin to calculate. Regardless of what we think of the load requirements, rules is rules.
It beggars belief that someone could be so dim as to think they’ll get away with it.
