Do you have an operator’s licence in place for your tanker?
I couldn’t see there being any problem with that, other than you would probably have to agree to a £1,000 excess rather than the more usual £500 but if you phone a few brokers I’m sure they would be quite happy to obtain a few quotes for you.

I hadn’t mentioned certificates…
You won’t need to worry about certificates, or even a business plan if you can’t get an operator’s licence.
I’d suggest that you settle that question first, because the rules for ‘O’ licences in NI are a little different to here on the mainland.
For now, whoever drives home heating oil and diesel in a tanker of the size you’ve mentioned will need a driving licence valid for Category “C” and an ADR licence valid for (at least) Tanks and UN Class 3.
The company/person who owns said tanker will need an operator’s licence, a qualified Dangerous Goods Safety Advisor (DGSA) and possibly a qualified Transport Manager (TM.)
The need for a TM will be based on whether you buy and sell (= own) the fuel that is to be delivered by the tanker, or whether you operate the tanker as a sub-contractor for whoever sells the fuel.
I’m sorry to say that it’s not just as simple as finding somebody to insure you, because there is a whole pile of other stuff that’s equally important and can’t be skimped.

Thanks for all that info, we need a RDCO # to sell oil here in NI. My mate should have his Operators CPC finished soon through his work so he is going to step in as the ‘TM’. One thing that you’ve thrown into the mix is the need for a DGSA which hasn’t been considered.
The reason I’ve been so concerned about the insurance is because I thought it would be very unlikely to get insurance on a tanker at my age with no experience, I do have PSV but that ain’t going to count… Hence I asked the question as we didn’t want pursue all the documentation to find out I can’t get insurance on the lorry. Sorry I sound like I’m clutching at straws especially over such a complex business. Thanks for the info anyhow, keep throwing it at me!

Any question is a reasonable question to ask, sometimes though there are better places to ask, and I’d say an insurance broker would be a better place to pose the question.

I wouldn’t say there is a set order as such, just have something of a Plan B for any hurdles you may encounter.
For example, if the first couple of brokers can’t get you a quote from an underwriter go to the 3rd & 4th; chances are you will get the cover but at what price? Likewise with th O licence application; you might get knocked-back but have an alternative plan (different operating centre etc).
I honestly believe that if you are the type who finds solutions to problems rather than give up at the first few hurdles, then chances are you are the type that has a chance of making a go of it in this rather difficult industry.
There’s plenty of things/preparations you can be doing concurrently, just don’t go splashing out the dosh until everything is virtually a certainty!
Did you say that you’ve already bought the truck? That might have been a wee bit premature…

I think the insurance thing might just come down to a choice between a straight refusal to offer cover, or a rather large sum of money to be paid as the insurance premium.
Having thought about it a bit more, I think your best bet is to speak to an NI insurer before you tackle the rest of the questions cos that’s quite easy to do and shouldn’t take much time.
Just to throw in my 2 cents if its worth any… just got a quote back myself for a 2008 DAF Xf105 super space 510hp 6x2 tractor unit being.used for ADR work. Im 25 with no ncb on a truck and the best they came back with was £5790 a year including public liability and the £1200 a ton load insurance thing. Hope this helps a little if nothing else
