All those people in lane 1 are blocking half the road for half a mile unnecessarily.
It’s quite simple really as ROG stated in post #6: scenario 2, this is a case where both lanes should be used to their utmost; in fact I would probably have gone a bit further in the outer lane than the videoing driver. If people want to queue though then it’s their choice.
However, if and when the traffic is cruising along at 40 in lane 1 prior to the roadworks then the situation should switch to scenario 1 (use one lane only to avoid merging right near the bottleneck) whereby if you are overtaking then you would be breaking the law anyway (exceeding the speed limit) and will probably have to brake sharply when you reach the inevitable slowing down through the actual bottleneck. You should thus merge sooner, as by even doing only 40 in the outer lane the road will rapidly run out as the cones approach. Surely the max speed limit is fast enough? I bet you who have to travel through there at busy times would love it if only all could and did do 40 in only 1 lane.
On a similar note, I find it only a mild annoyance when people stick to and block the left-hand lane when they want to go straight on when approaching e.g. a junction where I want to turn left when there are other lanes completely empty that they could have used thus saving both of us a bit of time. Their mentality is the same sort as the queuers above I believe.
So it looks like we’ll just have to keep on accepting traffic jams every time there’s a lane closure because ROG’s lot just can’t seem to get the idea that there can’t be a scenario 1 if everyone uses the idea of scenario 2,and then more traffic that uses the closed lane/s to up to within a few hundred yards of the cones,then the slower the traffic in the open one will need to go to allow them all to merge at an increasingly low speed,which they’ll all need to run at to maintain their seperation distance because, unlike if they’d have merged further back,the traffic in lane 2 will run out of road because there’s a load of cones in the way remember.
So under your logic what happens is that more road space gets utilized.
But it’s the flow and speed of traffic that matters not having two lanes full of crawling traffic and the best way of getting the speed and flow higher is to get everyone to merge earlier while there’s still space for all the lanes to continue running at a decent speed before the traffic in the closed lane/s has to slow up because there’s a load of cones ahead of them.

I can assure you I am always looking for signs, especially no overtaking ones, as I like to limit the amount of money I have to pay out for not noticing them.
You still haven’t said why you think it’s a good idea to the closure even longer than it needs to be by not wanting, or in some cases allowing, people to use an open lane.

The only reason why anyone would want to operate a closer to the lane closure merging system is to create a jam and make the merging process slower thereby making the jam worse.Sounds like typical Brit thinking just like multiple traffic light controlled junctions all set to turn red in sequence as each set previously turns green.
But for the umpteenth time a lane with a load of cones across it is’nt open,in the context of running too close up to the point where they’ve put the cones,and all the traffic in all the lanes,including the open one,will have to be going a lot slower,at the point where you finally decide to merge with the lane which you need to be in,than it could all be if it all merged much further back where you’d be able to change lanes at the same type of speeds as if it was just an ordinary lane change on an unobstructed motorway,which there’s no way that you can do with a load of cones at less than 200 yds ahead.
But I’ve made plenty of recent runs within the last year on the continent and any type of lane closure is still,just like they’ve been for years, usually,if not always, preceded by a no overtaking sign long before the obstruction.

It’s those ‘numpties’ who cause the number 2 situation and it’s the idea of using that so called simple number 2 rule in that case that just makes matters worse so the advanced lot are just as bad as those numpties who zb’d it all up in the first place.
Simple basic rules.
You keep to the inside/left hand lane unless you’re overtaking and there’s no way that you can overtake on a dual carriageway or motorway using an overtaking lane that’s closed.But assuming that those numpties have zb’d it all up by causing the traffic to slow up to let them merge safely the best way of dealing with that situation is to keep to rule 1 anyway and have the patience to wait until the flow of traffic can get back up to speed again.Simples.
Let’s acknowledge that when we are obediently sat in the through lane, no-one likes having the pee ripped out of them by smug/jack/hooligan herberts tear-arsing past in the closing lane(s) to see them barging in with two, three or four at at a time - in front of us - with fog-lights & testosterone/girl-power fuelling their VIP lives.
When merging occurs properly it is a joy to witness, seemingly until Meldrew/Clarkson/Chav types get uppity and apply extreme (counterproductive?) road-borne actions, values & opinions, etc.
Until our ‘road-administrators’ reprimand, fine or otherwise address such antisocial behaviour, we obedient prole’s writhe in anger (or ■■■■ frustration?) at being victims of antisocial behaviour.

If a driver does the number 2 in a number 1 situation then, unless it’s a blue lighter, they certainly are not advanced driving and would fail an advnacved driving test for doing so. I hope that clears that up for you?

No problem at all - absolutely safe and perfectly executed
If you had been on an advanced LGV test then the examiner (ex/police traffic) would have been well impressed with that.
I’m not so sure that a DSA examiner on a DSA LGV test would have liked it though
This sort of situation is where two different ways of thinking and styles are highlighted but as long as neither is unsafe, illegal or causes undue inconvenience to others, then the driver has the choice

I could see the gap ahead where i intended to merge with the other traffic, i did indicate and i was not flashed in, i think the driver was asleep !
If i could not of merged there … somebody would of let me in otherwise i would still be there now,hoping and praying that a kind motorist would let me in.

There’s a big difference between Brit boy racers,who usually can’t afford to insure anything better than a zb Corsa with a big Halfords exhaust box,etc etc and who who can’t find their way out of Essex without a sat nav,and the Clarkson lot.
However if the usual Brit boy racers and Mondeo driving zb’s ever do find their way onto a proper continental motorway and if there happens to be a few lane closures you can bet that the really fast drivers will be in the correct lane and have the patience to let those numpties all merge at the last second because they can’t understand the meaning of lane discipline and no overtaking signs.It’s the type of patience that you’ll only understand if you’ve ever sat patiently waiting for all the tossers to sort themselves out in front and then when you’re through and the road has it’s overtaking lane/s open again you can blow the zb’s doors off as you overtake them at the type of speed that they (and their mickey mouse motors) could’nt even dream of ever being able to run at.
But it’s only the recent pc age police (zb BBC East Enders story line producers and all those who think that Prince Andrew did something wrong in chasing a 17 year old bird for example ) who’ve made it so that anyone who is considered to be too old is’nt allowed to use testosterone to pull the birds or drive faster when they’re middle aged than when they were teenagers,even though it does’nt all suddenly vanish at 40 .
