Is this ok to not strap or lash or whatever it is?
And if not how would you get up there to do it?

Firm near me has been to court three times for insecure loads. They haul the huge one piece quarry stones. When they get to court they get out the photo of great-grandad hauling the same with a horse and cart and then endless other photos of them doing the same over the generations then a picture of a trailer with a stone on lifted up to 45 degrees with a crane and the load not moving. They then quote their zero lost load record and ask the judge to find someone who knows more about hauling quarry stones than them, and they’ve never lost the case.
The thing about this is that if DVSA used a suitable expert witness they would possibly win.
There are approved codes of practice that confirm a load should be secured to withstand a force of 0.8 in the driving direction and 0.5 to the sides - 0.8 is equivalent to a 55degree angle. An expert witness would also be able to confirm the coefficient of friction and the pre-tension in the chain/strap. It is then just a matter of simple mathematics to prove whether the load was able to move or not.
I would also suggest you cannot possibly compare a horse & cart with a modern HGV. I don’t think horses have ventilated disc brakes.
