Update, after filling in forms with boss I received £100 fine thro my door! Boss spoke to council, turns out the bloke in lay by is a environmental officer aka a ■■■■■ it’s his job sit there and look for truckers willy’s. I wouldn’t mind but I always go onto the grass down side of wagon… more than acceptable in my book, out of sight and not peeing onto the tarmac. Anyone stopping in laybe within Staffordshire be aware!!!

You should have asked to see the picture. I’d bet good money there isn’t one, otherwise it would have been sent with the fine/letter.
If there had have been a picture, unless you could clearly see a streak of pee and your willy, then you could say you were checking the load restraints/tyres/whatever.
This strikes me as very perculiar and offhand.

Honestly I’m undecided, on the one hand I’m like ■■■■ this I’m not paying it out of principle, on the other hand I’ve got the wife in one ear saying " just pay it and forget it , could end up more if goes court" and boss in other ear saying I have to pay it as company’s name is attached to it and I could end up in more ■■■■ dragging there name through court.

This includes film/written/tape records etc, anything they have about you. so if this bod did take a pic and the council have it then they would have to include that when complying with your request. (The £10 is what the council will charge to comply with the SAR). 
I believe that normally with littering you should be able to ask the officer to point out the litter and request an opportunity to pick it up. With a pee it would be a bit difficult I suppose, but still if that is what they are putting it down as you could be a complete pedant about it.
I wonder if you emptied the remnants of your flask out in the gutter if it would be the same offence.
I guess when you are caught short, the moral of the story is to go on to the next layby if there is a little white van sitting there.

There is no law regarding urinating so you can’t get done fot that.
Also the mentioned section is about littering which doesnt apply unless you were seen throwing rubbish on the floor.Discount if payed within 14 days is usually half the amount. In your case its only 20 pounds reduction which is another reason for me to think its a scare or prank.
Also no reference number and appeal process.

i read somewhere years ago a bus driver got done for taking photos of his passengers having a pee on a verge. If youve seen the guy there before who knows how many photos hes got . Whether hes right by law iv a doubt - know if i saw him there again hed never walk straight again

Councils love people like you just pay pay pay.
I would ask for the photographic evidence of said offence. You may be standing above a drain you never know.
I’d be gunna court on this one,don’t think there’s anyway you could be done if your down side of trailer out of view of the general public,if this guys gone out of his way to get evidence the court would surely look at that but it’s not a public indecency because you’ve got out of way.
Couple of year back I knew a lad who went of up the slip road onto the hard shoulder for a ■■■■■,copper pulled up behind him,he explained he couldn’t hold it and the copper let him off,all the cop asked him is you’ve not put it on break here have you(which he hadn’t),wasn’t interested about him having a pee because he’d come off the main carriageway and he wasn’t having a break.
