Embark ship 17:00 with a 15 min ferry movement
Back on rest ship, sets sail at 20:00
Dock and disembark at 07:00 - 30 min ferry movement
Back on rest
Start a fresh 24hour period at 13:00.
So, I’m being told the 2nd ferry movement doesn’t count and my 2nd 24 hour period starts at 07:00 the min I disembark. Is that right?.
I’ve had a full daily rest with a ferry movement either side.

The daily rest period has to be completed within a period of 24 hours from the start of the shift, as you start at 03:00 any rest taken after 03:00 the following morning will not count towards the daily rest period, as the second movement will not interrupt the daily rest period within 24 hours from the start of the shift it will not count as daily rest interruption.
In your example a new 24 hour period would begin when you move off the ferry at 07:00, you cannot start a new 24 hour period at 13:00 because you will have only had 5½ to 6 hours rest since the 07:00 movement.
So yes what you’ve been told is correct I’m afraid.
