Maybe they never travel on a public road during shifts?
More likely to be exempt because of what they are transporting

I know some tanker drivers on this work near us contracted to Prosper De Mulders where some work can be tacho. exempt (they are on Domestic Rules) and do not need to stop for a break, as stopping in a public place could cause nuisance. However, some of the lower category work can come under EU Drivers’ Hours regs.
could be doing amenity work, they run on books and not the tacho
They might be Tacho exempt but they won’t be WTD exempt, so while you can be at work 60 hrs, you cannot “work” 60 hrs as it must average out to 48 hrs over your reference period of 17 or 26 weeks.

If the job is exempt from EU regulations it’s also exempt from the RT(WT)R 2005, it will most likely come under the general working time regulations most of which can be opted out of.

^^^^ Correct…Domestic Regs. drivers can individually opt out of the standard WTD, whilst drivers on EU regs. (tachographs) cannot opt out of the RT WTD.

Can’t be quarry-related unless the shift is 100% on-site. If not it will come into scope of EU Drivers’ Hours Regs. e.g. even 30 minutes spent driving on highway will bring you in-scope for whole shift nowadays.
No tacho WTD for;
Work for utilities companies
Dead animals
Utility call outs
Network rebuild (repair to train track or motorway) there is a km radius that has to be adhered to.

on charity work ONLY ( NOT HIRE & REWARD) to Romania etc from UK.
