I’m collecting a full load of empty plastic milk containers which fill the trailer top to bottom, headboard to door. Am I right in thinking it doesn’t need to be strapped as it’s so light?

I think you may have a hard time strapping a load like that
If it was me with a curtain-sider I would not strap them

Haha yea but from a ministry point of view , even a bag in passenger seat, without a seatbelt is an unsecured load.

I think there is a 400kg max unrestrained limit
If the trailer is built to the EN12642 XL standard, then no additional load securing is required, if the load is a positive fit. (Headboard to rear doors and within 80mm of the sides)
On a trailer that is not EN12642 XL rated ANY pallet weighing up to 400kg MUST be secured - can be by an internal
Any pallet over 400kg MUST be secured by some other means - usually a ratchet and strap.
There is no such thing as an EN12642 XL rated curtain on an “ordinary” trailer.

I cannot see how a pallet of EMPTY PLASTIC BOTTLES would weigh anywhere near 400kg

A pallet of empty plastic bottles will weigh something. What you obviously do not understand is that ALL pallets on a trailer/vehicle must be secured regardless of the weight. UP TO 400kg -can be by roof mounted internals. OVER 400kg by some other means ie internals are not acceptable. EN12642 XL is the exception -subject to the load being a positive fit.

Are these bottles baled? or are they loose because even with a sliding roof you will struggle to get a full trailer as you will need the doors open to fasten the roof.
Unless you can blow them in like a Plevin trailer
