is this Driver CPC a legal requirement in all EU states or just a few?
I know it is required in UK (well, law as from C+E Sept 2014) and Czech Rep (now active), just not sure what the exact rule is for other countries?

All EU countries must have it by law but in many the grandfather rights do not run out til 2016
The French have had FCOS something like the DCPC for quite some time now well before we started doing it.

Us older licence holders will have grandfather rights until then.
In Belgium not needed till 2016 and then will prob be extended

Simon, is that older HGV licence holders? I have held mine since 1981 so do I have grandfather rights until Sept 2014 or until sometime in 2016? I also have the RSA CPC`s in National and International road transport management gained in 1995 but I guess they wont count either

Yes, HGV licence holders.
Yes, you have Grandfather rights until Sept 2014 in this country, that’s this year in case you missed that point as well.
RSA CPCs in National and International road transport management gained in any year have no connection with Drivers CPC other than a similarity in name. One method of differentiating is that there are exams to take for your RSA CPC, there are no exams involved in the Drivers CPC.

2016 was an option in the directive but the UK decided on 2014
its the same as the no smoking in bars took several years for it to come in and then thrown out for 12 months as belgiums didn’t agree with it,now landlords usually let you smoke.dcpc some Belgium will object and no doubt it will go back to central government for clarification and yet another delay
the simple way is that if you havant got that card in your hand you cant work and thats sent to you when you done that training

You could, but it would be pretty pointless.
Your Driver CPC has to be redone every 5 years, as in 5 x 7hr driver training sessions in 5 years, every 5 years.
To do Driver CPC without having a job in the business would mean a fair bit of money being spent for no obvious reason. You only need Driver CPC if you are driving ‘for hire or reward’.
