Displaying a road fund licence

I have just read the new regulations coming into operation on the 1 October 2014 regarding a road fund licence. After this date a road fund licence/tax disc need not be displayed in the windscreen of a vehicle, an owner will still need to apply either on line or a post office ( for eg ) by using the registration document ( log book ) where there is a special number or code printed that will enable the issuer to recognise, one fascinating fact was this: If after the 1/10/2014 you buy a vehicle, that is already taxed, the disc will not be handed over with the vehicle, the purchaser will have to apply for a new disc in his/her own right, to me thats a stupid idea, it could mean a vehicle being on a public highway without being taxed perhaps whilst the new owner finds the time to tax it, although i suppose it could all be done on line from practically anywhere.
My next issue is, i believe that a lot of vehicles are not going to be taxed, enforcement is a big issue, and where enforcement can visually see a disc, this new system is in my opinion open to abuse.

True ! what i forgot to mention is if a car is taxed when sold, as soon as DVLA receive the log book to register the new owner, any remaining tax will be refunded to the previous owner, so that makes a bit of sense, but there will be no advertising a vehicle as taxed ( as such ) because it will be worthless to the new owner as it cannot be transferred, and obviously must be returned ( or maybe not ) before the new changes i think matters will be more clearer, but whatever happens, its their gain and not ours.

Physical documents are a thing of the past, enforcement is a non issue because of anpr, in the same way an mot certificate is now just just a piece of paper it doesn’t matter if someone changes the details because if it’s not on the database it’s worthless, not even the post office check it anymore when you buy tax.

All the police need to see is your number plate to know a vehicle not been taxed, moted or insured.

Massive loss of business for Royal Mail. Can’t imagine reminder letters going to email being too far behind.

Would imagine there’ll be an option to click online that you are the new owner to enable someone to tax a newly bought vehicle online immediately.
