If you use your driving licence number online you can check your record and see if the provisional class is showing yet or not. If it is I would expect the licence to be with you after another couple of days.
If you had anything medical related on your D4 report then it could go to their medical department. The best option is to give them a call and ask. You will have an information from first source.

Call their license enquiry number and chase it up. I’ve been waiting three weeks nearly to get my renewal issued and in the past it’s taken less than ten days. There’s definitely a backlog at the DVLA at the moment as many people are reporting long waiting times for these things…
